Should I combine remittances, bill pay, mobile top-ups, and merchant payments into one app, or build separate apps?

Why not. No one is doing to download multiple applications to do multiple set of payments. Single apps with multiple options bakes sense. If it makes it confusing, then revisit your UX again.

A good design will not flare up confusion! Only confidence.
