The answer will always be yes, with a caveat, what is it that you are wanting to do differently that PayPal (or others like PayPal) are not already doing?
In short: What problem are you trying to solve? If you're not trying to solve any problem and just want to be in the payments pool, chances are it would be money down the drain. If there is no incentive (differentiator) for a user to sign-up, then chances are they won't.
Before delving into any solution, determine if there is a problem with the existing systems in play and a market for the solution you intend to deploy.
