Not that I know of for traditional payment providers. Divided payments are not allowed as per the acquiring bank and the association they belong to, because of the issue of which payer is the owner of the service/product itself.
However, companies like www.Venmo.com, www.PayDivvy.com, and likes do allow you to split bills amongst friends. You can look at their API to have an email based link that can be send out to friends to pony up the money.
