Is there a payment provider in the U.S. that lets us launch our own white-label mobile wallet?

Euronet, Luup, Monetise, etc. Quite a few. The problem is none of them will give your regulatory coverage on it. The payment rails are not an issue, they will let you ride on whatever you choose, be it ACH or traditional MC/VISA rails.
