A more accurate list of financial services regulators is maintained by the Financial Regulators Gateway which is more accurate: Financial Regulators Gateway
There is no common database of regulatory breaches, however, if you have access to a Bloomberg terminals, you'd pretty much be able to search for any such breaches that were made public.
