It depends. Since Eastern Europe is right next door to Europe (Central), the question you have to ask yourself is what value-add do you bring to the table?
I would assume, getting an online merchant account shouldn't be that difficult for the businesses in Eastern Europe. Do you have the e-commerce statistics for your economy? What is the market size? etc.
You could very well be a small PSP, but if there are not enough customers processing enough money through your system, you'd run out of luck pretty soon.
Whilst developing countries or for that matter Eastern European countries may seem highly attractive for a PSP, it turns out, most of the businesses already have alternative arrangements for online processing or the market is simply not big enough.
Your best bet would be to research the market in detail, do a decent sized survey (think 150-200 business across the board), and then decide if becoming a PSP in your country is worth it.
