Not the underlying protocol/technology in itself. However any trading (buying, selling, swapping, etc.) of Bitcoins using the Fiat currency can be banned and thus usage of this be enforced.

It would require access to your account level transactions and this could be a huge issue for any agency tasked with enforcing the ban.

In theory it is possible to enforce it, however the numbers don't work in favor of enforcer.
