There isn't one specific mobile app for money transfer. It would all depend on the following:
Sending payment from say UAE to Philippines you can use the prepaid BDO card, for payments from UK to India, you have many options from Remit2India to the mobile apps made by MoneyGram and Western Union.
So far, there isn't a global mobile app for money transmission, the main issue being the KYC requirements at the Remitter-side - which a downloadable app would by-pass. Hence, only after pre-registration would you be able to take advantage of any mobile app for money transfer that would be specific to a select money transmitter.

- Money transfer company used
