This would depend on the the two countries. For example if you were going from say Philippines to the US, your best exchange rate would be given in Philippines (not the US). Because your Philippines notes have a lesser value in the US than they do in Philippines.
For robust currencies, etc. like GBP, Euro, etc. you would probably get a better rte in your country of origin, than the US.
For US to Mexico, the exchange rate in Mexico would be better. Also, never exchange anything at the airport or the hotel. Change only enough for taxi fare and a lunch or two, but your remainder of the money should not be exchanged at the airport/hotel. Your best bet is to look for a money exchanger in the shopping district, they are competing for business and will give you a much better rate.
