It can very well be. If there is a mechanism for the MNOs (Mobile Network Operators) to exchange those Bitcoins into phone credit, then this could work very well.

For this to happen, the MNOs would need to have access to a real-time Bitcoin exchange through which they can cash out of Bitcoin to their native fiat currency.
