In payments, what does the term “rails” mean?

In the payments world when we cite Rails we are referring to the technology and network stack. Another way of thinking about it is, encapsulating payment information and using the VISA network or rails to transport the encapsulated information.

So when we says VISA rails, we are implying the payment is being facilitated by the VISA network, much alike the railways' rail network.
