If someone wants to be an entrepreneur with no business background, what is the best way to start learning?

My college Professor (who was also my mentor) said - "there is nothing in the world you cannot learn, if you put your heart and soul to it". The caveat to this statement was be pragmatic about it.

Do not ignore your responsibilities.

If you have a family to feed, make sure you take care of that first. If you have other financial responsibilities, do not be irresponsible about it. Being oblivious to your practical life is not a sensible thing to do.

Having said that, I love what Johnnie Pittman has said "the best teacher is failure".

By all means follow your heart.

The following does not have to be immediate. It can be later on. You can learn in the meantime, and if your idea goes out, don't worry, maybe it was meant to be. Others may disagree, but I have always held on to the belief, that when the time is right, I will know it. Don't be rushed.

The right balance of going with your limbic feelings and knowing your responsibilities is not an easy task to balance. Try to network a bit. You just might find a partner, etc. who would not only know, but might also be willing to put money in.

A lot of suggestions here like YCombinator, etc. should be actively explored. Your goal is to leave no stone unturned. Explore, Learn and let that take you on forward.
