If a US-based company offers a web-based software application in Pakistan, what legal rights or requirements apply before entering the market?

No, not unless they are physically registered in Pakistan as a business entity (with SECP) and/or they are processing payments locally.

Why do you think Google doesn't give a hoot to what we say or Facebook for that matter. Because they are offering user sign-ups from this region, but that's about it. They are not booking payments locally, nor do they have any local representation as a registered entity.

The external factors can vary as to where you are originally registered, your end goal in this market, and what sort of a fiscal target you are setting in this country (which opens a whole new can fo worms like taxation, repatriation of funds, etc. --- assuming the funds are being channeled locally).
