Very few processors will allow you to process transactions (via Credit/Debit card) that are for Lotteries or similar payments. The issue of chargebacks and disputes are huge in this business.
You would need to get in touch with a High-Risk Merchant Service provider, who will take a sizable chunk of your incoming payment, but will be able to process payments for you. Google for High Risk Merchant Accounts and you will find plenty of providers. Very few US providers will actually process Lotto payments for you, you would most likely find such services being offered by European processors.
