At best, your IP Address is the most a person can know about you. If you plan to use a proxy server or any other service to obfuscate your origin IP address, then needless to say, you're pretty much anonymous.
An IP address is not much information on locating you without say having access to the customer data by your service provider, which would only be released by a couter order or as requested by an LEA, via a court order.
A blog owner could do that under a court case (libel is one thing that comes to mind), but without such a mechanism, it would be awfully hard to locate you.
