Costing-wise it is difficult to put a number to it. The costs can vary from country to country (depending on where your development team resides).
It certainly is not a one-man's job or for that matter a job for 2-3 people. You need a decent sized development team -10-12 people working for almost a year or so, so you can work your math backwards from that as to how much it would take for a software engineering team to be employed for a year or so. This is not taking into considering consultants and/or domain experts in the field of payments who would work with you and would be critical to your project.
