You certainly have not only chosen a difficult state to get a license in, but also a difficult combination.
To obtain a money transmitter license in California, you would need to put in an application with the Department of Business Oversight (California Department of Business Oversight).
In all likelihood, if you’re asking this question here on the feasibility of obtaining an MTL for cryptocurrencies, chances are you might not get it.
Not only is California a very difficult state to get a money transmitter license, but to get one for cryptocurrencies and that too that would be dealing with cash, is a tough one. You would need (for purpose of your application) a bank that would be willing to provide access to banking to you for this. I’m not sure of banks that want to provide access to crypto-based businesses that deal in with walk-in cash clients.
