Distribution is usually outsourced. Unless you, yourself own and maintain a distribution network, it is more pragmatic to work with an existing distributor who can then propagate the availability of the card in their network.
Find out which distributor has access to what retail points and geography and work from there.
Needless to say, distribution has many pricing models and depending on the card, and what it offers, you can work out a deal with the distributor and retail point. Some distributors will also do cash management for you.
