You just need to be of legal age and qualify to open an account with a bank.
Open a bank account (do ask before that if they offer a debit card, most banks do).
Barring some small microfinance banks, most banks will offer a VISA or MasterCard Debit card with your bank account, from which you can debit the money.
In addition to this, there are a host of providers who provide pre-paid Debit cards.
