ATMs will eat a card when the ruleset has been flagged. It could be multiple tries for PIN (if the financial switch at the back-end has set it this way), or the card has been flagged by the issuer to be taken when it is next used at an ATM. Expiration date usage. Stolen card usage. Blocked card usage. Etc.

I've never seen a case where an empty Debit card (even empty prepaid debit cards) are swallowed up by the ATM.

The rule sets are essentially two:

  • Global (as set by the issuer)
  • Regional (as set by the ATM's owner / financial switch)

If these rules are flagged, your card is then retained by the ATM.
