Most of them provide options, either via PayPal, Bank Wire Transfer or Western Union.
All three options as listed above have provisioning for processing bulk payments. They don't need to necessarily scale, it is as simple as parsing a file for payments for onwards processing, based on your preference.
The key being to find a provider or methodology that allows for bulk payments to be batched together for onward processing.
