How can you tell whether a money order has already been cashed?

In most cases you cannot (again depends on the bank & country). The money has already been taken out of your account and is now a payable liability on the bank's books. So once a money order is paid, the liability ends on the bank's books.

You most likely will not know when the money order was cashed.
