How can telecom payment gateways be used to charge for digital content in countries like Saudi Arabia and Egypt?

Both Zain and STC themselves offer publishers of digital content to be able to sell to their user base. The proposition wasn't very convincing (2 years ago 2013) when I last checked. 35% fees, and payout after 60 days.
