UK's Financial Services Authority (FSA) - Requires that other than corporate, certain trust and specialized trading account, all other types of bank accounts being opened requires physical presence.
FSA states that for proper KYC (Know Your Customer), physical presence is required at the Bank Branch where the account is being opened. This is one such part and parcel of the newer stricter rules for the banks to do KYC to mitigate money-laundering.
