Find out who the regulator of the bank and see if this bank is properly chartered/licensed. Writing to the regulator is sure to solicit a response.
In addition to the emails you might be sending, also send them a registered letter, highlighting your previous communications (print them out).
In addition see there is banking ombudsman in the area and write to them as well.
They must have a telephone number, call them up, let them know you are recording the call (and do make arrangements to record it) and speak to someone to find out why they are not communicating back to you.
If all else fails, go to bank branch and meet them in person, at the same time formally register your complaint via a letter that should be stamped and received by the bank.
