You might come across an issuer with a sympathetic ear, but don't bank on it.
Issuers typically work with 5,000-10,000 as the minimum quantity that you will commit to. To truly get the added benefit of bespoke white-labeled cards for each user, you'd probably be paying x5 more price on rack-level rates.
