At present you cannot. No more banking licenses are being issued. The only way to acquire one currently is to buy out an existing bank.
However, the body that governs the issuance of Banking licenses in Pakistan is the State Bank of Pakistan. You would need to submit an application to SBP. Depending on the type of banking license you are applying for (regular commercial banking license or microfinance bank license), you would most likely be referred to either Banking Policy & Regulation Department (BPRD) or Agriculture Credit & Microfinance Department.
