Barring the technology integration you are talking about, you seem to be defining what is essentially an ISO program.
You would be hard pressed to find a PSP that is a principal member of VISA &/or MasterCard and is registered with them as a Payments Facilitator to allow you to white-label their services with a markup.
Most PSPs are full-stack solution providers and the rates etc. that they have are as per VISA/MC defined rates. They, the PSPs are already working on discounted margins as they split with the acquiring bank on the fees earned and in some cases take a little bit of money from being a gateway.
The VISA/MasterCard rules prohibit marking up rates on already defined merchant categories, so no PSP is going to risk that with you.
If you have adequate volume, etc. they might white-label it for you, but then you'd have to be talking of significant volume for them. They would be happy to sign you up as an ISO (if they offer one), and would much underwrite and interact with the client directly.
