How can credit card debt be transferred or assigned to another person?

The only way to take debt off your card, is to refinance it. Take another credit elsewhere (which is lower in credit/loaning fees) and then use those funds to reduce/eliminate this expensive debt you have right now. Other than this, I cannot think of another option.
