From a US perspective, the routing numbers (or ABA Routing Numbers) are issued only to Federal or State chartered financial institutions that have an account with the Federal Reserve Bank.

In case you're wondering what ABA stands for, it is American Bankers Association.

The registry is maintained by a company called Accuity.
