To the very best of my knowledge, the US Government cannot engage in that practice. The federal RFP process is made precisely for that purpose (within each Department) so that multiple bids can be solicited and best one (on price and deliverance) can be opted for.
The US Government does however posses the power to nationalize a company and then absorb it under its umbrella (though I cannot cite a specific example per se).
