Does any payment processor offer services without charging a fee for chargebacks?

As a standard, the rack rates that you get from your payment processor will always have some $ denominated chargeback fees associated with it. Personally I have not seen an example where this is zero.
There might be exceptions in certain high-profile (read: high-Dollar value) or high-volume processing where the chargeback fees could be negotiated, but making it outright $0, I doubt it. However, it is an interesting question, maybe there is a processor out there that has a $0 charge back fees associated, but like I cited, I have not seen one.
