Most full-stack or even half-stack payment service providers will not allow the business of traditional money services businesses, especially money transfer businesses.
As a money transmitter, your best option are banking partners who can provide such processing services for you or other commercial players like say First Data, Adyen, Heartland PS, etc. most of these will have partners like Bluefin, etc. who will work with you.
