Do Nepal, Bangladesh, and Pakistan restrict foreign banks from processing credit card transactions domestically?

From Pakistan's perspective, I can tell you the following:
- Locally issued Debit cards usually cannot be charged online (i.e. CNP transactions are blocked) for both international and/or local CNP charing.
- Credit Cards issued in general also have CNP blocked, and it must be activated upon request (true for both local and/or international CNP charging)
- AVS for Pakistan issued cards (Debit and/or Credit) is blocked overall and cannot be opened.
