Do central banking conspiracy theories have any factual basis, and why or why not?

It is a conspiracy theory only if you don't understand the system and how it works. If you read up on banking along with history, you will see there is nothing hidden. Everyone knows how the whole central bank (which is a banking cartel) works. Just you and and I can't seem to do anything about it (oh and by the way, neither can the government. Actually they can, but that would put the entire world's financial system into a spin).
