Do any U.S. banks allow foreign citizens to open savings or checking accounts remotely from abroad?

No. Not possible any longer. The new KYC rules require that the person opening a bank account in the US (be it a foreigner or a temporary resident) be physically present in the branch where the account is opening.
Remote, person-not-present account opening is now not allowed and totally discouraged.
