Do any banks conduct direct sales by phone, and if so, how do they verify an existing customer’s identity?

You can subscribe to Identity validation services, which for example in the US can provide some basic information based on your SSN (information on your car/house loans, your bank, etc.) based on this information which is known (usually) to the owner of the account themselves, pre-screening can be done over the phone.
