Did Mint.com obtain consent from utility providers before scraping customer account data?

Yes. Its not like the utility companies will provide carte blanche access to their data. In some cases, utility companies will provide API based access only, and in some cases, direct login access, in which case, an appropriate agreement may already be in place with Mint as to what, which and how the data might be extracted, used and repurposed.
