Could Steam’s virtual wallet balance (or “Steam money”) become the most widely used virtual currency?

As a closed loop currency, sure. Though I would tend to lean that for the same comparison, Linden Dollars might be more in use (kind of hard to find latest figures on the circulation of both these currencies and how big of a closed loop economy they support).
