Yes. They could.
State Bank of Pakistan has not yet given an opinion on cryptocurrencies yet. State Bank has been asked of this in writing (an opinion) but has refused to give an answer to it yet.
EPD (Exchange Policy Department), PSD (Payment Systems Department) and PRI (Pakistan Remittance Initiative) collectively hold a very negative view on Bitcoins.
So it would be no surprise if Pakistan follows suit (foolishly if I may say so) and bank the trading/dealing and exchange of Bitcoins.
