Can non-U.S. citizens open a bank account before obtaining an SSN?

A Non-US Citizen can indeed open a Bank Account in the US, without necessarily having a US Social Security Number.

You would need to have your Passport as proof of ID and would need to be physically present in the US to do so. There is absolutely no issues in opening a bank account for foreigners in the US without an SSN.

Should you later do get an SSN, you can always request your bank to add that in to your Bank Account.
