The answer is yes. It can be done. Will it be done? Probably not. Whilst the RuPay vs Card Association battle rages on, I don't see the government issuing a national ID tied into a debit card.
There is much collusion in such a scenario, and with a market as big as India, it begs a lot of questions to be asked. Will it be an association? Will multiple cards be linked to it? Will it be purely domestic rails or international or both? Will interchange still matter? etc.
