Interesting questions, so here is what might/might-not be possible.
You bank could refuse to send a wire if...
Other than these reasons (I'm sure there might be more), your bank cannot refuse you are service if it is being offered.
You bank could refuse to send a wire if...
- International (Banking) Wires is something they just don't do
- The country you wish to send it to, is on the Embargo List
- The name appears on the OFAC list (Sender &/or Receiver)
- They do not have a direct or indirect banking relationship to send a wire to the country you are asking for.
- You (as the account holder) have a Risk &/or Compliance issue with the bank.
Other than these reasons (I'm sure there might be more), your bank cannot refuse you are service if it is being offered.
