Yes, it can be done, the two areas where PayPal can get you at is if you are willingly by-passing or fooling their system, whilst doing businesses from a country that is not supported.
You would need a UK bank account to get things started with PayPal, as they would be doing a SVD (Small Value Deposit) into your account for verification, etc.
Also, if you log in from an IP address outside of UK, your account will immediately be flagged.
A UK Debit/Credit card would also be required.
