Yes you can.
Go to UBL and open a First Minor Savings Account. You will need a guardian to go with you. Once the account is opened, you will be issued a VISA Debit Card.
With HBL Money Club Account you can be anywhere from 6 years of age to 17 and you will get a HBL VISA Debit Card
