It is a complicated answer. The safe answer is, they do not. First of all, we need to understand if we are looking at a domestic wire transfer, regional or truly international. If for example, the wire transfer is within the US and we are talking about FedWire then the transfer and settlement is the same day, during banking hours. If we are talking payments within the SEPA region and say we are talking about SEPA Inst (instant), then they literally clear within a couple of seconds. If the transfer is done via SWIFT, etc. then it is mostly working days, follow-the-sun cycle.
We are heading more and more towards, T+1, same day and instant settlement. But because of the enormity of the task and the number of players involved, it is taking time, but near real-time instant payments should become the norm.
