Are hawala brokers regulated by governments, and why are hawala systems tolerated despite misuse risks?

In a few countries, Hawala brokers are regulated. But all in all it still remains to be an undocumented transfer. I did a recent video on What is hawala money? than can be seen here.

Governments cannot 100% clamp down on a hawala transaction. The nature of it is as such, that there is no mechanism to stub it out. Yes, it has been associated to terrorist financial and illegal usage, but so have regular banking transactions. It is only when you decipher the true nature of the payment, do you actually know the reason why.
