From an ACH (ACH) point of view, just Bank Account and Routing number does not suffice. You would need the Name (as it appears on the bank title fetch), Back Account Number, ABA # and Bank Address.
Others may have it different, but this is the very minimum that everyone requires. I'm not sure if there would be a system/API that allows you to extract just on the basis of Account Number / ABA Number alone.
