Overview

Rocket is a mobile financial service operated by Dutch-Bangla Bank Limited (DBBL), one of Bangladesh's leading private commercial banks. Launched in March 2011, Rocket was the first MFS platform to go live in Bangladesh, predating bKash by several months. Despite this first-mover advantage, Rocket was overtaken by bKash within a few years and today holds the third-largest market position behind bKash and Nagad. As of 2023, Rocket had over 20 million registered accounts (unverified), with active users significantly lower. Market share is estimated at ~5-10% of MFS transactions by value (unverified).


History

DBBL launched Rocket (originally "DBBL Mobile Banking") in March 2011, making it Bangladesh's first MFS. DBBL had been a pioneer in technology-driven banking, deploying the country's first ATM network. The bank leveraged this infrastructure to build Rocket's agent and transaction network. Rocket gained early traction particularly for garment worker salary disbursement and rural cash transfers. However, bKash's launch in July 2011 -- backed by BRAC Bank's vast rural network and aggressive agent recruitment -- quickly eroded Rocket's advantage. By 2013-2014, bKash had surpassed Rocket. Rocket rebranded from "DBBL Mobile Banking" in 2014 to establish a distinct consumer brand, but has been unable to recapture leadership.


How It Works

Rocket operates through USSD (*322#), a smartphone app, and integration with DBBL's banking infrastructure. Users register at agent points or DBBL branches with NID and biometric verification per Bangladesh Bank KYC mandates.

Cash-in at agents credits the wallet. Cash-out works at agents or from any DBBL ATM using a Rocket-linked card or cardless withdrawal -- a distinguishing feature that was uncommon in the early MFS market. Send Money works wallet-to-wallet via USSD or app. Bill payments, merchant payments, and mobile recharge are supported.

Regulatory & Licensing

Rocket operates under the MFS license issued by Bangladesh Bank to Dutch-Bangla Bank Limited. This is a straightforward bank-led model -- DBBL holds both the banking license and MFS authorization, and Rocket operates as a division of the bank rather than a separate subsidiary (unlike bKash, which is a separate legal entity). Customer funds are held within DBBL's trust account structure, segregated from the bank's own assets.

Constraints: smaller agent network particularly in rural areas; lower marketing spend than bKash or Nagad; operating as a bank division rather than a standalone fintech may limit agility; late rebranding came after bKash had established brand recognition. Advantages include DBBL's banking infrastructure, ATM integration, and bank-operated trust.

Controversies

  • Loss of market leadership: Rocket's most significant strategic challenge has been losing first-mover advantage to bKash. Despite launching first, Rocket failed to scale its agent network fast enough to maintain leadership.
  • Brand identity: The late transition from "DBBL Mobile Banking" to "Rocket" in 2014 meant the service lacked a strong standalone consumer brand during critical early growth years.
  • Declining relative position: As bKash and Nagad have invested heavily in merchant payments, QR, and app-based services, Rocket's feature set has been perceived as less competitive.
