Overview

OVO is one of Indonesia's largest e-wallet and digital payment platforms, operated by PT Visionet Internasional. Launched in 2017, OVO gained rapid scale through strategic partnerships with Grab and (pre-merger) Tokopedia. It provides e-wallet services, QRIS-based merchant payments, bill payments, P2P transfers, and access to investment and insurance products. Licensed by Bank Indonesia as a server-based e-money issuer, OVO is estimated to be one of the top two e-wallets in Indonesia by transaction value alongside GoPay (unverified).

History

OVO was originally developed by PT Visionet Internasional, a Lippo Group subsidiary. Launched in 2017, it was initially tied to the Lippo retail ecosystem (Matahari, Hypermart). Grab acquired a significant stake and entered an exclusive partnership in 2018, making OVO the default payment method within Grab Indonesia -- an immediate influx of millions of daily ride-hailing and food delivery transactions.

In 2019, OVO also integrated with Tokopedia as a primary payment method. During 2018-2020, OVO engaged in aggressive promotional spending with cashback and discounts to drive acquisition.

In 2021, when Gojek and Tokopedia merged to form GoTo, Tokopedia's payment default shifted to GoPay, reducing OVO's e-commerce exposure -- though OVO retained its Grab partnership. As of 2023, Grab was reported to hold a majority or controlling stake in PT Visionet (unverified); Emtek Group also holds a significant stake.

How It Works

OVO is a server-based e-wallet through the OVO standalone app and embedded in the Grab app. Basic accounts require a phone number; OVO Premier requires KTP verification for higher limits. Top-up happens via bank transfer, debit card, convenience stores (Alfamart, Indomaret), or Grab driver cash top-ups. Users pay for Grab services, scan QRIS at merchants, pay online through integrated merchants, and transfer to other OVO users or bank accounts.

Account tiers: OVO Club (basic, IDR 2M max balance); OVO Premier (KTP verified, IDR 20M balance, bank transfers).

Regulatory & Licensing

OVO is licensed by Bank Indonesia as a server-based e-money issuer under BI e-money regulations. The license is held by PT Visionet Internasional. OVO PayLater and associated lending are subject to OJK regulation either directly or through licensed partners.

Obligations: customer funds in escrow at regulated commercial banks; mandatory QRIS participation; AML/CFT compliance and PPATK reporting; compliance with Indonesia's 2022 Personal Data Protection Law; adherence to BI's e-money balance and transaction limits.

Infrastructure & Network

  • OVO app: Standalone Android and iOS; no USSD or feature phone channel
  • Grab app integration: Embedded as a payment option for Indonesian users
  • QRIS: Full participation in BI's national standard
  • Top-up network: Alfamart, Indomaret (40,000+ combined locations), and bank channels
  • Merchant network: Direct merchant relationships in addition to QRIS, particularly strong in malls and retail due to Lippo Group origins
  • Grab driver network: Drivers serve as informal top-up points

Market Position & Competition

OVO competes directly with GoPay, Dana, ShopeePay, and LinkAja. Strengths: Grab partnership provides a steady transaction base; strong offline merchant presence in malls; established brand. Weaknesses: loss of Tokopedia integration following the GoTo merger reduced e-commerce volume; reliance on Grab creates concentration risk.

The Indonesian e-wallet market has consolidated from rapid-growth, subsidy-heavy phase to a mature phase focused on profitability. OVO's ability to generate positive unit economics is a central strategic question. Third-party surveys have ranked OVO among the top 1-2 e-wallets by brand awareness and usage frequency.

Ownership

Operated by PT Visionet Internasional. Ownership structure as of 2023 (approximate):

  • Grab Holdings (NASDAQ: GRAB): Majority or controlling stake (unverified)
  • Emtek Group (IDX: EMTK): Significant minority stake
  • Other investors: May include earlier Lippo-related entities and minority holders

The Lippo Group's involvement has diminished over time as Grab and Emtek became the primary shareholders.

Controversies

  • Profitability pressure: Like other Indonesian e-wallets, OVO has faced questions about its path to profitability after years of heavy promotional spending.
  • Tokopedia partnership loss: The 2021 GoTo merger effectively ended OVO's Tokopedia integration, removing significant transaction volume.
  • OVO PayLater credit risk: Expansion into lending through pay-later products carries credit risk amid macroeconomic uncertainty; OJK has increased scrutiny of digital lending.
